			<content:encoded><![CDATA[<p>Classical music has an appeal that has outlasted its creators, and its time. A classic such as Beethoven&#8217;s ninth symphony has become immortal through playing and replaying. But for most people today, there is no time or money to go out and buy both a grand piano and a lesson teacher, not to mention the amount of sheet music and practice that you would need to be able to play even the beginning of the piece. Instead, we look to an instrument that is more well known- the guitar.<span id="more-83"></span></p>
<p>The guitar is not a very well known classical instrument, but it is extremely old, having gotten its start from a lute, and then evolving through a series of instruments like violins, violas, cellos, and basses. If it was originally a classic instrument, then shouldn&#8217;t it be able to play a classical piece? Most definitely.<br />
The guitar can and will play classical pieces, you just need to find either a transcription, or an adaptation that you like. For example, if I liked the piano part on Beethoven&#8217;s ninth, I would go find a guitar transcription that retains the most of the sound. Add a few <a href="http://www.guitarlessonssingapore.com/classical-guitar-lessons.html">classical guitar lessons</a>, and practice, and I would be able to play practice.</p>
<p>Classical music has an appeal that we can and should share, on every instrument.</p>

			<content:encoded><![CDATA[<p><strong>YEREVAN (Azg, Respublica Armenia dailies), 01/30/99</strong> &#8212; Gohar Haroutiunian, representing Armenia, has won a beauty contest in Moscow, held among representatives of 12 countries of the Commonwealth of Independent States, by three from each country. <span id="more-75"></span><br />
Nobody would believe that an Armenian would win the context, says Azg, yet when Haroutiunian, among with 5 other participants, passed to the final stage of the competition, Armenians in the hall were shouting &#8220;Well done, Gohar&#8221;.<br />
After the contest, representatives of CIS states were congratulating the Armenian delegation. The Ambassador of Azerbaijan Ramiz Rizayev congratulated presidential spokesperson Hasmik Petrosian and Advisor of the Armenian Embassy in Moscow Vardan Toghanian.<br />
As a winner, Haroutiunian will receive a $25,000 grant and a certificate, allowing her to study in any university of the world.</p>

			<content:encoded><![CDATA[<p><strong>YEREVAN (Golos Armenii daily), 01/30/99</strong> &#8212; Armenia&#8217;s foreign debt reached $727.5mln. by the end of 1998, of which $542.4mln. is Government&#8217;s debt, and the rest is of the Central Bank, said Head of the Department for servicing Foreign Debt of the Ministry of Finance and Economy Bella Gevorgian. <span id="more-73"></span><br />
She said that the main creditors are the World Bank ($297mln.) and the International Monetary Fund ($182.5mln.) Th last only provides loans to the Central Bank. Next loan providers are Russia ($98.1mln.), USA ($43.3mln.), European Bank for Reconstruction and Development ($41mln.), European Union ($32.1mln.), Turkmenistan ($15.1mln.), IFAD ($7.4mln.), France ($3.9mln.), Japan ($300,000), and Germany ($280,000).<br />
Ms. Gevorgian said that foreign debt of the republic was 37.5% of Gross National Product by the end of last year. The peak of the foreign debt payments will come in the years 2000-2007. $77mln. will be paid in the year 2001. Than, $70mln. will be paid annually up to the year 2004, and $65-66mln. after 2005.</p>

			<content:encoded><![CDATA[<p><strong>YEREVAN (Hayastani Hanrapetutyun daily), 01/29/99</strong> &#8212; Minister of Post and Telecommunications yesterday spoke on resolution of the Constitutional Court about Article 24 of the Law about Telecommunications.<br />
&#8220;There are no winning or loosing parties, since the Court accepted a right decision<span id="more-62"></span>. The mentioned law is anticonstitutional as much, as the monopoly hinders to free economic competition&#8221;, said the Minister. He added that providing exclusive rights to ArmenTel for a certain period has ht goal of achieving a developed economy. ArmenTel&#8217;s licensee needs to be polished. Thee Constitutional Court will mention those points in the license, which need to be changed with time. The article 24 of the Law should be rewritten so that it doesn&#8217;t contradict to the Constitution, said Vardanian.<br />
&#8220;We may apply certain punitive measures, if thee mentioned company deliberately refrains from implementation of its obligations, for example in the issue of investments. Yet, we have no right of lifting its monopoly&#8221;, said the Minister. Responding to a statement of journalists, that OTE has not yet canceled the decision about installing per-minute charges, Vardanian said that OTE board will have to discuss this decision, and only then thee local director will have a right for corresponding actions. &#8220;Our representative is in Greece and, I believe, the issue will be resolved by next Saturday&#8221;.</p>
